I believe Felicity’s head drops only happen when you kill her during the story mission itself, if you try and farm her after completing, I don’t believe any will drop, so I think you just need to reset the game when u kill her, don’t turn in the mission, the same method of farming mission weapons

I think you need to go and select a barrel. If the fish comes up its the right barrel.
